Thank you for reading through the first draft of Plan Tucson 2025 and contributing to a larger community-wide discussion about the General Plan. Your feedback matters and will inform how we adapt to changes in Tucson over the next 10 years.
Chapter 1: Introduction, reviews the purpose and scope of the general plan, how it interacts with other City planning documents, and the process for updating the plan from the 2013 edition. While much of this information is required and cannot be changed, it is important to ensure it’s written in an easily understandable way.
Chapter 2: Tucson Today, provides an overview of Tucson's history, from its indigenous origins to the present day. The chapter ends with a section on Tucson's neighborhoods and how they impact the planning process.
Chapter 3: Values, Goals, and Policies, contains the goals and policies that shape the General Plan. There are 14 goals within Plan Tucson 2025 based on feedback collected throughout the update process which reflect the key concerns and aspirations of the community.

The chapter reviews to process in developing each tool and how they are used in providing guidance on future development and how they interact with the guidance of existing overlays and neighborhood plans.
Chapter 5: Implementation, focuses on the implementation of the General Plan, including some of the tools that will move the City towards the goals described in chapter 3 as well as a list of projects that highlight efforts that are in process over the next 10 years that are aligned with the plan’s goals.
