What is Plan Tucson?
Plan Tucson is a general plan - a roadmap for Tucson’s future, created and approved by the residents of Tucson. Resulting of rounds of feedback, Plan Tucson intentionally knits together the broad array of experiences that define the city’s character. Over the coming years, community members have an opportunity to help update Plan Tucson to reflect our community’s common goals and diverse aspirations.
What’s in the current Plan Tucson?
Our current general plan, called Plan Tucson, was voter-approved in 2013. It covers many topics that city residents like you felt were important to include in 2013. That’s why it’s important we hear from you again. Creating this document brings together community members to co-create a vision for the future. Plan Tucson includes:
Data and descriptions of current conditions of 20 topic areas, organized into four categories: Built, Natural, Economic, and Social
25 Goals identified by the community for our community
187 Policy Recommendations that support our goals
A Future Growth Map that shows how and where we intend to grow as a City

The content of Plan Tucson impacts everyday life because City representatives refer to it in various important ways.
Guides the City’s decisions about investments, programs, and policies.
Reinforces critical grant applications to fund city projects
Informs land use decisions like re-zonings
Why should you join the Plan Tucson conversation?
Every 10 years, Tucsonans can share their input to guide the development and adoption of the general plan. The City of Tucson believes the best approach to fulfill its obligation of creating a general plan every 10 years is to ask Tucsonans for their input to guide the development and adoption of the new plan. The goals and policies spelled out in the new Plan Tucson will be used to guide the City’s investments, programs, policies, and land-use decisions over the next two decades. By participating in the General Plan Update process, you can influence the plan's content to make it more relevant to you.
What can you expect from the updated Plan Tucson?
The updated Plan Tucson will include goals and policies that are still relevant from the prior plan and other recent City planning efforts. It will also address new priorities and emerging issues that you help identify. Once the Plan Tucson draft is reviewed by the public and accepted by the Mayor and City Council, it will be put on the ballot for voter approval in November 2025.

Share the preliminary draft General Plan Update, provide opportunities for comment, and refine it based on community feedback into a final draft for adoption.
